The best starting place is the Lessons section, which explains the fundamentals of HTML and Web design. While the Lessons are designed to be read in any order, depending on the knowledge of the reader, there is a definite progression from beginning to end. So if students are just starting out, it's best to begin with the Basics, which explains general concepts like what the Web is, how to plan the construction of a Web site, and how files are exchanged between computers.
If you'd just as soon skip the theoretical introductions, then be sure to begin with Learning HTML. What Is HTML? provides an overview of how the language works, and the following three lessons introduce specific tags. Working through this section will give kids a fairly broad education, preparing them for making their own pages in the Projects section.
Once students are ready to attempt some trickier HTML, guide them to the Graphics and Gizmos area and then to Layout. Both require some knowledge of HTML and ideally should be read after they've played around with making their own pages.
